Second, Vance explained the concept of a public building commission — a separate municipal entity that can issue bonds to finance public facilities and rent them back to government entities. He described potential benefits (debt held separate from county debt profile; ability to bring in other public entities or nonprofits as tenants) and limitations (bond servicing via rents, not taxes) and recommended that commissioners invite bond counsel or their public financial adviser for a deeper briefing before pursuing the model. No board action was taken; commissioners expressed interest in further information.
