Commission approves final plan for 25-acre Hilo Park North retail center

The Planning Commission approved FDP-022026, a final development plan for Hilo Park North, a proposed 25.46-acre retail-commercial center at the southeast corner of Rancho Drive and Cary Avenue. Staff said the plan addresses many concerns raised in the zoning reclassification (ZN 6 2023) but that Building B1 must meet corner-side setback requirements and a complete landscaping plan and Title 17 compliance will be required with the building permit.
Aaron Lefton, representing the applicant Agora Realty & Management, told commissioners the design is largely what will be built and announced a planned groundbreaking on Aug. 26, 2026. Commissioners expressed support for the project's retail and job opportunities and approved the final development plan with conditions to ensure Title 17 compliance and required setbacks are met.
