The commission approved SUP-17-2026 to allow a massage establishment to operate at 3000 West Elm Road, Suite 102 (C-1). Staff reported the site meets parking and landscaping requirements and recommended approval with conditions. Edgar Montalvo, representing the applicant, said the owner (John Stone) is relocating from a smaller studio and has submitted building-permit applications.
Commissioners asked about projected customer counts; the applicant estimated current business sees roughly 50–60 customers per month at a single table and expects to grow to 250–300 customers monthly when operating five rooms. "We're gonna have 5 rooms with 6 tables, and we think that number is gonna go up to probably 250 to 300," the applicant said. The commission voted to approve the special-use permit with the recommended conditions.
