Planning commission adds heat-resiliency goal to master plan, sends resolution to City Council

The North Las Vegas Planning Commission on May 13 recommended adding Goal 7.10 — a new heat-resiliency element — to the city's comprehensive master plan and forwarded a heat-mitigation resolution to City Council for final action. Johanna Murphy of the Advanced Planning Division described the proposal as 26 supportive policies addressing public cooling stations, drinking water access, cooling building practices and shade over paved surfaces intended to reduce heat exposure and integrate Assembly Bill 96 requirements into the conservation element.
Commissioners praised the plan as a proactive step and pressed staff for more detail on vulnerable groups. "How do we then have mitigation measures that help reduce what the effect is for that population?" Commissioner Menzies asked, referencing people experiencing homelessness and residents in proposed housing. Murphy said cross-department work with Parks, Public Works and Community Services informed the policies and that the city's City Hall is already LEED Gold and North Las Vegas received Tree City USA recognition in 2025.
Members also asked that staff map shade equity and coordinate regionally with Clark County and the City of Las Vegas as the city develops the 2055 master plan. The commission's motion to approve AMP-01 (heat mitigation resolution 2026-1) passed and was transmitted to City Council for final action.
