Council approves first reading and PDP for Northridge senior living at Park Center

Council held a public hearing and approved first reading July 27 for a comprehensive plan amendment and the associated preliminary development plan (PDP) for Northridge at Park Center, a proposed senior-living community on a roughly 6.84-acre parcel at West 122nd Avenue and Park Center Drive.

Trevor Harlow, planning staff, described the proposal to change the site’s land-use designation from employment flex to suburban multifamily to support a 122-unit senior living community and said staff found the proposal met the 11-criteria standards for land-use amendments. Harlow said a neighborhood meeting in February 2026 drew two residents who were generally supportive and that planner review found the conversion compatible with surrounding multifamily and open-space uses. Applicant representatives presented conceptual site and building plans emphasizing buffering, three-story buildings sited to open to the west, and community gardens. Councilors raised concerns about traffic, school pick-up/drop-off times and parking; staff committed to review traffic and parking details during the next-stage ODP (official development plan) process.

Council passed first reading of Councilor's Bill 29 on a 7–0 roll call and approved the PDP by the same vote. Staff will receive council feedback and proceed to ODP-level review where parking, access and detailed traffic analysis will be addressed.
