Consultants told the joint City Commission and Planning & Zoning Board on July 27 that the Uptown mixed‑use designation would be an "area standard," not a per‑parcel entitlement, and would be monitored administratively.
"So 1 property may have no dwelling units because it may be civic or nonresidential, and another property may have a higher density," the planner explained, adding that staff would track proposals across the Uptown area to ensure the average does not exceed 65 dwelling units per acre. Commissioners asked whether that mechanism would function like a transfer of development rights; the planner replied, "So it's not a transfer...this is just an average."
The presentation also proposed a nine‑story maximum in the Uptown core with a two‑story bonus (up to 11) under certain conditions. Commissioners pressed for design and transition policies to prevent abrupt height changes next to single‑family neighborhoods. The consultant said the comp‑plan policies will be followed by a land‑development code update to define precise design standards and transitions; adoption of the comp‑plan is expected in the October–December timeframe before those code changes.
