Chair (S1) announced the sheriff's request to acknowledge the hire of Amy Norbese (transcribed later as Norby) as a dispatch/jailer at a starting wage of $23.64 per hour with an Aug. 10 start date. The board moved and seconded to acknowledge the hire and the motion carried by voice vote.
Sheriff (S6) then proposed moving the DARE and forfeiture fund balances (DARE approximately $1,229.20) into the county K‑9 fund to support replacement of the K‑9 unit in the next 1–2 years. County staff and a private auditor (S2) advised that forfeiture funds are restricted by Iowa Code and that a budget amendment and attorney review are appropriate steps; the board indicated it would budget for the transfer and pursue legal clarification before spending.
