Jenkins described the trailer as an overt, solar-powered platform with 360-degree multi-sensor and pan-tilt-zoom cameras and a 30-day retention policy consistent with existing department rules. The committee opened a public hearing (no speakers came forward), then voted to recommend council approval of the cooperative agreement. The measure passed on a voice vote after a motion and second; the committee chair called for the ayes and the motion carried.
