The City Council voted unanimously to award a $6,570,491.50 contract to A and A Site Construction LLC for the replacement of approximately 5,300 copper residential water service lines. Donald, a public-works project representative, told the council the project was rebid after initial April bids exceeded the city's budget by about $2 million and that engineering changes produced a substantially lower June low bid.
Donald said the revised approach shortened certain material scopes and extended the construction window to reduce cost: "We went from a 12-month contract to an 18-month contract," he said, and the team removed replacement meter boxes, lids and some tapping saddles from the contract and reduced labor by avoiding full tapping in many cases. Council members asked for details about the workflow at each home, excavation depth and restoration; Donald explained crews will excavate to the tap, pull the new HDPE line through and restore the surface, with most excavations about 4 feet wide and up to 4 feet deep depending on line depth.
A council member moved to approve agenda item 4a as presented; another member seconded, and the motion passed by unanimous voice vote. The council did not attach additional conditions to the award; staff said the engineer of record (BHC) has vetted the contractor and provided references.
