Senior planner Daniel Humbert presented an amendment to Planned Development (PD) 68 to modify a proposed multi-tenant shopping center at 250 Hawkins Run Road. Humbert said the applicant revised building design, moved the drive 85 feet east and eliminated parking encroachment into an easement; staff recommended approval but noted the engineering division did not support a driveway-spacing variance.
Council discussion focused on traffic-safety risks from multiple curb cuts and driveway spacing on a higher-speed thoroughfare. Several councilmembers described close proximity of the proposed driveway to existing high-turn-volume driveways (Starbucks, Kroger) and expressed concern about acceleration/deceleration conflicts and potential unsafe left-turn or U-turn maneuvers. Councilmember Weaver and others urged strict adherence to driveway-spacing standards.
Councilmember (maker) moved to approve the PD amendment "as presented without the driveway-spacing variance." The motion passed by a 5-1 vote.
The approved PD amendment proceeds without the variance; final site plans and any additional traffic mitigation will be considered during subsequent site-plan and permitting reviews.
