Senior planner Daniel Humbert presented a rezoning request to allow an existing single-family house at 316 South 5th Street to operate as a beauty shop under an urban-village plan development. Humbert said staff found the request consistent with the comprehensive plan's original-town designation and the downtown master plan. Notice to property owners within 200 feet was provided and no objections were received.
Council asked if the applicant wished to present additional materials; staff supplied an extra notebook to council and confirmed PNC recommended approval. Council approved the rezoning 6-0.
The rezoning permits the adaptive reuse of the residence for low-impact commercial activity subject to the 8 a.m.–8 p.m. operating hours and other conditions Humbert described.
