Turtle Creek playground build delayed after subsurface fill discovered, engineers to assess

Staff updated the council on the Turtle Creek park project after field crews probed the playground footprint and found unexpected subsurface conditions.
"There were — there's about 36 inches of fill sand underneath the 18 inches of gravel ... Right below that gravel are drain tiles ... so below that is just kind of what I would assume is a test pool, probably stagnant water and sand and mud," the staff member said, explaining the discovery prevents a simple removal and refill and requires engineering evaluation.
Staff said the project remains planned but the build date is being adjusted; staff expects engineers to provide cost and site‑viability figures within the next couple of weeks so council can consider whether to rebuild in place or move the equipment. Staff invited council and the public to attend the park board meeting where the topic will also be discussed.
