Kechi staff previews developer agreement with Casey’s; city to make road improvements by Dec. 31

Staff brought a developer agreement for the proposed Casey’s convenience store at the 61st/Woodlawn site and described mutual obligations: the city will make roadway improvements by Dec. 31 and Casey’s will build on the site.
"One of the most important is that the city agrees to make improvements to the road by December 31st of this year, and Casey's agrees to build on that site," the staff member said, adding that the city must provide final design plans to Casey’s by June 30 to allow proper grading and drive placement.
Staff provided an engineer estimate for the road work (rounded to approximately $237,000) and said the ordinances presented to council will include a not‑to‑exceed amount to cover contingencies such as utility pole relocation. Staff also noted that Casey’s is not requesting tax incentives or IRBs and that the city expects additional property tax and sales tax revenue if the store is built.
