Council tables park board bylaw revisions after residents raise partnership concerns

Cheryl Hobson, a member of the park board, told the council she and other board members did not understand that bylaw changes required governing‑body approval and urged the council to restore language that makes the public works director a formal partner in park planning. “The director of public works should be walking hand in hand with the park board,” Hobson said, noting the board had discussed a large equipment purchase she estimated at about $600,000.

Council members pressed for procedural clarity and asked staff for a line‑by‑line redline comparing the older bylaws to the draft currently before the council. Council member Moreland and others said minutes from the July 7 meeting did not clearly record motions and votes, and they asked that the park board document how recommendations were reached. City administrator Andrew said advisory boards often follow less rigorous formalities but confirmed it is best practice for motions to be recorded when made and seconded. The council attempted a motion to send the bylaws back to the park board for redlining, which failed for lack of a second; a subsequent motion to table the item (so Paul Dwyer and the city administrator could be present for clarification) passed on a 4–0 vote.

The council did not adopt any bylaw changes tonight; members said next steps will include securing the redline documents and clarifying whether the park board sought formal council approval for recent edits. The item remains tabled pending those materials and additional council guidance.
