Board defers Manley holding-tank variance, asks staff for more information

Zoe Lee, the county's other sanitarian, presented the Manley variance request and referenced ARM provisions that restrict the use of holding tanks for new systems. Lee said she had only received the applicant's cover letter and did not have the documentation needed to determine whether the ARM variance criteria were met. "I would not recommend, approving this at the at this point," Lee said.
Van (a consultant working on behalf of applicants in the county) and other speakers described site constraints: neighboring wells as close as 62 feet from the subject parcel, landlocked access that prevents easement solutions, and a three-bedroom dwelling that may require frequent pumping if served by a holding tank. Van and others requested a list of missing items so the applicants could supply a complete packet; Zoe agreed to identify deficiencies and follow up.
Board members discussed whether to call a special meeting to address the Manley item before the next regular meeting. Staff and several board members noted county workload and funding constraints and generally recommended proceeding at the next regular meeting unless the owner requested and justified an earlier special meeting. Chair Douglas Young confirmed the next regular meeting date as September 15 and directed staff to follow up with the applicant and provide a list of required documentation; Van said he would contact the property owner and return the materials if possible.
