The Town of Lansing Planning Board adopted a superseding site-plan resolution for a large parcel at 18 Verizon Lane that consolidates numerous prior site-plan conditions into a single enforceable document. Board and staff said the consolidated resolution is intended to simplify enforcement and reduce confusion that resulted from multiple overlapping historic approvals.
Staff explained the draft would replace several older resolutions and noted the resolution will carry specific conditions: private-road standards (26-foot width unless a state variance is granted), larger building signage for emergency response, ADA compliance for parking and circulation, and a requirement to resolve an easement for fire hydrant maintenance. Staff said the draft consolidated roughly a dozen prior site-plan resolutions into fewer, clearer conditions.
During discussion the applicant and board debated outdoor storage and dumpster screening. The applicant objected to mandatory fencing or concrete pads for existing dumpsters, arguing the site is screened by trees and that the cost would be substantial. The board asked staff to include a condition to designate the eastern storage area and to require fencing if non-truck/material storage occurs there. "I can add that as a condition if the board is in favor of that," staff said, and the board approved the resolution with the eastern-storage addition.
Votes: A motion to adopt the superseding resolution (with the eastern-storage condition) was moved and seconded and passed on a recorded roll-call vote. The approval carries conditions that must be met before final administrative sign-offs, including completion of notary/easement items and coordination with Bolton Point if additional water meters are requested.
Next steps: staff will ensure required easement signatures and any state variance or Bolton Point coordination are completed prior to certificate-of-occupancy or final approvals.
