Prosper planning commission approves special-use permit for dual-branded Hilton hotels, 4–1

The Prosper Planning and Zoning Commission voted 4–1 to approve a special-use permit (SUP) for a dual-branded Hilton Garden Inn and Homewood Suites on approximately 5.9+ acres east of Mayhard Parkway and about 480 feet south of Prairie Drive. Commissioner (speaker 9) moved to approve the item subject to staff recommendations; Commissioner Daniel (speaker 10) seconded and the motion passed with Commissioner Hamilton recorded as opposed.

Town staff said the item had previously been heard on March 25 and was remanded back to the commission by Town Council after the applicant submitted additional materials. Staff recommended approval, stating that the proposal meets PD-47 zoning conditions for hotel uses and that mitigation measures and conditional standards had been met. Staff noted the case will return to Town Council on May 19. As staff summarized: "We are recommending approval of the specific use permit," (Staff member (speaker 2)).

Applicant representatives presented the project as a dual-branded development that operates largely as a single hotel with shared amenities. Project consultant Wes Hobblet (speaker 7) told commissioners, "we kind of see it almost as just 1 hotel with 2 different brands that we kind of see is 1 side has suites, 1 is just a full service hotel." Hilton brand representative Whitney Knight (speaker 8) described the Homewood Suites product and its target customers, and outlined brand requirements and renovation cycles.

The motion closed the public hearing and approved the SUP subject to staff conditions; the commission recorded the vote as 4 in favor and 1 opposed. Staff confirmed the approved SUP and related materials will proceed to Town Council on May 19 for action.
