The City Council unanimously adopted Resolution 9A to establish a $2,000 fee per parcel to cover the city’s costs for reviewing extraterritorial jurisdiction (ETJ) release petitions. Staff told the council the reviews involve legal, city secretary, city manager and GIS work and estimated the internal processing time at about 17 hours per parcel.
"This is a resolution that sets a fee to process ETJ releases.... The proposed fee is $2,000," staff said during the presentation, noting statutory authority in Chapter 42 of the Texas Local Government Code and that some areas (such as those under strategic partnership agreements) are excluded from the process. Mayor Pro Tem Clouser moved to adopt the resolution; the motion was seconded and carried unanimously. Council members asked whether the fee applies per parcel (staff confirmed it does) and whether strategic partnership agreement areas are exempt (staff said most of the city’s ETJ is subject to such agreements and those parcels would not be processed for release under that statutory exclusion).
