Commissioners approve consent agenda including road bond, water tank amendment and contract increases

The Cowlitz County Board of Commissioners approved a consent agenda that bundled several routine procurement and contract items, including a bond in lieu of retainage for Dyke Road reconstruction and an engineering amendment for an added water tank in Riderwood.
The meeting leader explained the bond item is used in place of the standard 5% retainer for contracts: "We typically, require a 5% retainer, for any lease or obligations during the contract period, and we allow the contractors to use a bond in lieu of that retainer," the chair said. The packet also listed Amendment No. 5 to RH2 Engineering for the Riderwood supplemental water source project (project numbers cited in the packet), described as covering changes to the original plan to add an extra tank.
The consent agenda included two corrections/amendments to food-service agreements: a juvenile food services amendment (a 3.8% increase bringing the juvenile meal price to $2.14) and an adult inmate food services amendment (a 3.5% increase). The board also authorized calls for bids, including a geomorphic-assessment request for qualifications (to support river work) and two solid-waste procurement items: 10,000 feet of high-density polyethylene pipe and a reinforced polyethylene geomembrane used to cover landfill waste. Vouchers in the consent packet were listed at $6,948,720.11.
Board members had no substantive objections and voted to approve the consent agenda; staff will proceed with the advertised solicitations and contract amendments as authorized.
