Council approves transportation-plan change to classify 100 North as a minor collector

Parowan City Council voted to amend the Transportation Master Plan to change the functional classification of 100 North on the west side of town to a minor collector, extending the designation to the future 1000 West. City staff said the reclassification makes the corridor eligible for additional funding sources and better integrates local streets into the regional network.
City manager / staff (S4) explained that a minor-collector designation improves the city's ability to compete for UDOT corridor-preservation and other grant funding and that planning commission had recommended the change. Council members discussed whether to extend the designation from 600 West all the way to Main Street or limit it to 600 West–future 1000 West; staff and consultant analysis supported the longer designation without violating UDOT ratio limits.
After discussion, Council member (S8) moved to adopt the map amendment to extend 100 North to the future 1000 West; the motion passed by roll call (4 yes, 1 no). The update enters the city's formal transportation plan and will inform future subdivision and capital‑project decisions.
