Council approves FY2025 CAPER; staff outlines CDBG priorities and program changes

Erin Olyk, the city's Strategic Planning Manager, presented the FY2025 Consolidated Annual Performance and Evaluation Report (CAPER) required by the U.S. Department of Housing and Urban Development. Olyk described the CAPER as the annual report documenting how the city used Community Development Block Grant (CDBG) funds during the program year and said the draft was published for public review and that no public comments were submitted during the official comment period.
During Q&A, Council Member Healy asked how the weatherization and minor home repair programs would be funded going forward now that the city is refocusing CDBG investments on infrastructure and program administration. Olyk said there is no additional CDBG funding for those programs; the minor home repair program had approximately $95,000 remaining to spend and the weatherization program has concluded under CDBG, with gap financing provided from the general fund available through June 30. Olyk told the council a future plan for these programs would be presented to the council in two weeks.
Council Member Chiam moved to adopt Resolution 5096 to approve the CAPER and authorize staff to submit the final report to HUD; the motion carried and staff will file the CAPER with HUD by the end of March as stated in the presentation.
