Beatrice Rose, an Overland Park resident, used the council's public comment period to urge passage of a humane pet store ordinance that would prevent retail pet stores from selling puppies sourced from high'volume commercial breeders known as puppy mills. “If you walk into a Land of Paws or Petland location in Overland Park, you will likely see puppies for sale,” Rose said, noting health and disease risks that have been tied to such sales in previous outbreaks and lawsuits.
Rose cited a 2024 lawsuit involving Petland's Blue Springs store and referenced CDC findings tying multi'state campylobacter outbreaks to puppies sold at Petland. She told the council that dozens of problematic sellers were concentrated in nearby Missouri and said cities including Los Angeles and Chicago already require rescues rather than commercial breeders for animals sold in pet stores.
Rose told the council an ordinance would not be intended to close pet stores but to make local retail operations “more ethical.” She recommended the council explore humane pet store rules used in other jurisdictions and asked members to consider making Overland Park the first city in Kansas to adopt such a law. The council did not take up the suggestion during the meeting; public comment ended and the council moved on to the published agenda.
