City adopts job order contracting policy to speed minor public works

The North Las Vegas City Council voted June 17 to add Job Order Contracting (JOC) to the city's procurement toolkit, a mechanism intended to speed delivery of routine capital repairs and time-sensitive projects.
Michael Sluston of Gordian, the city's JOC consultant, explained JOC as an Indefinite Delivery Indefinite Quantity (IDIQ) model that uses a local unit price book to lock rates and permit expedited work orders under competitively awarded contracts. He said the program will be implemented under state law (Assembly Bill 43) with a program-level cap of $25,000,000 per year and a self-performance cap of 50 percent. "This is a streamlined procurement tool," Sluston said, describing anticipated awards to 6–10 contractors with base terms of three years and two optional years thereafter.
Council members asked about opportunities for minority- and locally owned firms. Sluston said the AB43 self-performance clause encourages subcontracting and that contractor outreach is planned to engage local subcontractors; the council then moved to adopt the policy and the motion passed.
