Rosenberg council adopts temporary pause on filling vacant positions pending appraisal numbers

Mayor opened discussion of a hiring 'pause'—framing it as a temporary measure while the city awaits final property-value numbers from the appraisal district that will determine the tax rate and the FY27 budget.
"I meant to express a temporary pause, not so much a hiring freeze," the mayor said, adding that the pause should last 'a few weeks' until appraisal numbers are final. Councilmembers agreed that the city manager would be authorized to proceed with critical hires if necessary.
Council discussed how many vacant positions are funded under the current budget and noted several sample salary figures on the list of open positions (examples cited during discussion included amounts such as $105,000, $104,000, $120,000 and $132,000, which the mayor said include salary and benefits). City manager Joyce said staff can accommodate the pause if the council wishes and noted the budget-adoption milestone in early September as a possible endpoint for the temporary pause.
No layoffs or elimination of existing positions were proposed; council emphasized that the measure applies only to currently vacant, budgeted posts and that urgent needs may be addressed with manager approval.
