Rosenberg council amends fee schedule, sets animal surrender fee at $50 after council compromise

Rosenberg City Council on July 7 adopted Resolution R-4066 to amend the city's schedule of fees and agreed on a compromise to set the animal surrender fee at $50.

Councilors debated a staff proposal in the packet that would have raised the animal surrender fee from $25 to $200. Animal services staff told the council the shelter incurs veterinary costs — spay/neuter surgeries and vaccinations — for animals taken into custody and that the fee increase was intended to recoup some of those costs. Animal services staff said, “there is a cost to the city to to perform those, spay and neuters and to get their vaccinations up” (Agency official, animal services). Council member Scott voiced concern that a $200 fee could incentivize leaving animals on the street rather than bringing them to the shelter, saying people “aren't gonna pay $200,” and arguing the higher charge could worsen public-safety problems.

After discussion about proof of vaccination, potential reduced fees for owner surrenders, and how other enforcement actions factor into intake costs, the mayor offered a compromise of $50. The motion to change the surrender fee to $50 passed by voice vote. Council also discussed that additional boarding or holding fees can be charged case by case when owners reclaim animals.

The resolution makes multiple updates to the schedule of fees beyond the animal-surrender change; councilors pulled items K and L from the consent agenda for separate consideration during discussion. The council directed staff to include related fee clarifications in future budget materials and to explore grant opportunities to offset shelter expenses.
