County awards Crenshaw Road East contract to Tizio Paving for about $7.75 million

Rockwall County Commissioners voted 5–0 to award the construction contract for Crenshaw Road East to Tizio Paving Company after staff recommended the low bid following a competitive process.
Brenda, county staff who oversaw the procurement, told the court that 14 qualified bidders submitted proposals and bids ranged from about $7.7 million to $10.1 million. "When we looked and analyzed all 14 bids, we came back with the recommendation that we award this to the low bid, which was Tizio at $7,700,000 and 300 days," Brenda said. Commissioner Stacy moved to award the contract, and the motion passed unanimously; the motion as read into the record recorded the contract figure as $7,751,231.05.
County staff noted the engineer’s original estimate was $10.2 million and said the project will now proceed toward contract execution and construction scheduling. The county will return to the court with the formal contract for signature and start date once post‑award items are complete.
