Rockwall County Commissioners on May 26 approved an interlocal agreement with the City of Fate that will put $10.3 million in escrow to fund engineering, right-of-way acquisition, utility relocations, inspections and construction of South Bend Payne Road as a four‑lane divided roadway between Interstate 30 and State Highway 66.
Commissioner Stacy summarized the funding moves and protections negotiated into the agreement and said the escrow mechanism protects the county if the city abandons the project. "We would basically give FATE $10,300,000 for them to put into an escrow account," Stacy said, adding that invoices would be cleared through the county and funds reimbursed until the county’s $10.3 million is spent. He noted covenants in the agreement that allow the county to recover unspent funds if the city stops the project.
Commissioners described the project as a major thoroughfare improvement that will create a new four‑lane connection to I‑30 and reduce pressure on other county and state routes. The court voted 5–0 to approve the interlocal agreement; county staff will finalize implementation steps with Fate following the approved motion.
