Michael Morales of REC, a licensed clinical social worker and certified chemical‑dependency counselor, told the court the program “is a voluntary 10 week program, using evidence based substance use treatment curriculum that is currently utilized within the TDCJ system,” adapted to fit the county detention timeline and paired with a 12‑month follow‑up plan to connect participants with community resources. Sheriff Garrett and Commissioner Lickdy told the court they support early intervention to reduce recidivism and noted the program will be no cost to the county for the first six months.
Commissioners discussed selection and prescreening for participants, with Morales saying jail administrators will prescreen candidates and consider expected length-of-stay so participants can begin and, ideally, complete the program while detained. Commissioner Lickdy moved approval; the motion passed 5–0. The court instructed staff to monitor outcomes and return with progress information after the pilot period.
