Rockwall County leaders outline plan to form infrastructure consortium corporation

Rockwall County Judge Frank New and local mayors and commissioners discussed plans to formalize the county’s road consortium into an infrastructure corporation that would create a board of directors and issue subcommittees to tackle roads, water, drainage, open space and public safety.
Commissioner Oren Lichty, who presented the draft legal framework, said the new entity would be created under state law and would require each member city’s approval. "This has not been formed yet. It's gonna be formed, and it's gonna need the approval of each member city that wants to participate," Lichty said. He said the structure would mirror the county’s Emergency Services Corporation and that subcommittees would be formed legally under the master corporation to focus on distinct infrastructure types.
Lichty recommended a workshop to review the certificate of formation and the bylaws; he said staff and attorneys from participating cities should be invited so everyone is comfortable with the documents before any city signs on. Judge New said he wanted the workshop before budget season. No formal action or vote was taken; the group agreed to continue review and to schedule a workshop in the coming weeks as the next procedural step.
