Council remands Mirabella park-dedication and park-fee proposal back to Parks Board for further negotiation

Staff presented a park-improvement-fee proposal from the Mirabella developer that would satisfy a 9.5-acre dedication obligation either through land (developer proposed 19.4 acres, but only 2.3 acres non-floodplain) or payment of a $345,600 fee with up to $225,000 credit for building a trail segment. Parks Board reviewed the concept and denied it 5–1, citing concerns about terms and maintenance commitments.
Mayor Bridal moved to remand the item to the Parks Board so staff and the developer could negotiate terms that respond to board concerns about credits, maintenance liabilities and citizen expectations. Councilmember Bartley and others praised the Parks Board’s deliberations and supported returning a more fully negotiated proposal; the council’s remand passed unanimously. Staff will work with the developer and Parks Board to return a revised package for council consideration.
