Council approved a professional-services agreement with Geotechs Engineering LLC for construction materials testing and observation services for the Legacy Drive project in an amount of $222,722. Senior engineer Joshua Cotton described the figure as an estimate based on standard construction testing rates and usage patterns — "these proposals are usually 1 to 5% of your construction costs... in this case, it's about 3.8%" — and said actual costs will depend on the contractor's construction sequencing and number of pours.
Staff noted the testing cost will be included in the ILA reimbursement and allocated by segment (approximately 79% town / 21% Prosper ISD). Council moved and the motion passed unanimously. The agreement will allow the town to call testing and observation services as construction milestones require and will be reconciled against final construction quantities and payment.
