Council approves specific-use permit for single integrated Hilton property with conditions

Mayor Pro Tem Bartley moved the council to approve a specific-use permit allowing a single integrated hotel campus combining a Garden Inn and Homewood Suites on MSW Prosper 380 Edition Block A Lot 1, subject to a list of conditions to preserve service standards and design quality. In making the motion Bartley said the permit should require the hotel to operate "as a single integrated hotel campus only under the unified ownership of a Hilton flagship." The motion was seconded and passed.
Staff and applicant representatives described the property as a single building with shared registration, restaurant and amenities; the Homewood Suites side contains a higher-suite product with kitchenettes targeted to longer-stay guests. Owner Wilson Parmar and architect Anil Ram told the council they reviewed staff's recommended conditions and were prepared to accept clarifying language (changing a reference from 'extended stay' to 'suites') and other staff-listed requirements. The motion included conditions on 24-hour on-site management, daily housekeeping, a minimum of 10,000 square feet of indoor meeting/event space, specified outdoor and playground surfaces, enhanced landscaping at the main entrance, and a development agreement describing materials and maintenance standards.
Councilmembers discussed the need to reconcile existing ordinance language with this emerging single-building, mixed-product hotel type and asked staff to bring ordinance clarifications for future consideration so that future applications match municipal definitions. The council closed the public hearing, approved the SUP with the stated conditions, and directed staff to follow up with a potential ordinance study item.
