Commission approves Marty Park plats after neighbors, American Legion raise parking and safety concerns

The Overland Park Planning Commission approved both the preliminary and final plats for Marty Park (7405 Concert Street) on April 13, 2026, after hearing concerns from adjacent property owners and the American Legion post about parking and safety.

Dan Wilkinson, commander of American Legion Post 370, told commissioners the post has lost about 50 parking spaces and worries the new park plan reduces available parking for their members and guests. "We're already short of parking spaces," Wilkinson said, adding that limited parking has forced some members to go home instead of attending events. He also raised safety concerns about a proposed pump track and children riding near the post’s parking area.

Mike Burton, project manager for Parks and Recreation, responded that the park will be enclosed by a fence with two controlled access points and described the pump track as a small, youth-focused facility roughly 250–300 linear feet long. "There is a fence that surrounds the entire park... so there's really only 2 ways in and out," Burton said, adding that the park is intended as a neighborhood pocket park, not a destination that would generate sustained outside traffic.

Commissioners noted the difference between a neighborhood park and destination parks and discussed whether the American Legion could add parking on its property; staff said additional parking could be explored through the standard approval process. The commission approved the preliminary plat (PLT 2026-3) and the final plat (PLT 2026-4) with stipulated conditions, voting 9–0 on each.

Staff indicated construction demolition for the former pool house is underway and estimated park improvements could be completed in late spring or early summer of the following year.
