The council opened a public hearing on the City of Vernonia's FY2026–27 budget at 6:56 p.m.; no members of the public appeared either in person or online, and the chair closed the hearing at 7:00 p.m. During deliberations, finance staff explained that $15,000 of the cash carryforward was restricted and needed to be reclassified to available cash on hand before the transfer out could occur.
Council moved to adopt Resolution 2026-06—which adopts the FY2026–27 budget, makes appropriations, imposes and categorizes taxes for the fiscal year beginning July 1, 2026—with the amendment reclassifying $15,000 from restricted cash on hand to available cash on hand in the water operating reserve. The motion was seconded and passed by voice vote; minutes show multiple aye votes and the chair announced the motion carried. The resolution language and amendment were placed on the record; staff will implement the reclassification as part of the adopted budget.
