Staff described a proposed regional grant to move first-responders from UHF radios to an 800 MHz system that would improve interoperability with state police and neighboring jurisdictions. The city of Scappoose (and a lead agency) would administer procurement and reporting if the grant is awarded; Vernonia's role would include providing city information and auditing radio usage. Staff emphasized that larger agencies typically hold the encoder keys and do the programming and maintenance.
Councilors asked several questions about long-term financial responsibility, whether participating cities could face ongoing user fees or cost overruns, and how unincorporated county areas would be covered. Staff said they would check prior grant experiences for Columbia City and Rainier and report back with details. After that discussion, Councilor Webb moved, and the council seconded, a motion to authorize the city administrator to work with Scappoose on submitting Vernonia's information for the law‑enforcement radio grant; the motion passed by voice vote. The council request for follow-up included documentation of prior partners' cost outcomes and clarification of which agencies would bear future maintenance or user charges.
