The Harrison City Council voted to table a proposed amendment to Harrison City Code 7-2-14F that would make property owners responsible for septic pump-out expenses. The Admin and Public Works Committee had asked the council to consider the change while staff provided background about the 1998 Local Improvement District (LID) and comparative practices in other small cities.
Mayor Wanda Irish told the council the city had budgeted $4,000 for pump-outs but had already exceeded $9,000, with eight additional payments anticipated; councilmembers requested further analysis of whether particular septic systems require more frequent pump-outs. Will Butler moved to table the item until the next Council meeting and Charlie Shutt seconded; the motion carried unanimously.
During public comments prior to the motion, Kayleen Walker urged the Council to thoroughly review the history of the 1998 LID before voting on any amendment, saying she had located materials indicating the Council had in the past considered city-covered pump-outs under the LID assessment. Council asked staff for additional data to inform future action.
