The council discussed a proposed amendment to Harrison City Code section 7‑2‑14F to shift responsibility for sewer pump‑out expenses to property owners. Mayor Wanda Irish told the council that Shelley Roberts of the Idaho Rural Water Association will perform a rate study and that the study will be paid for by the Idaho Department of Environmental Quality (DEQ).
After discussion, Joe Cornell moved to table the item and Josephine Prophet seconded; the council voted unanimously to table the proposed code change. Tabling preserves the issue for later consideration once the DEQ‑funded rate study provides additional data on costs and rate impacts.
