Council nominates Tim Miller as mayor pro tem and approves order of succession

A council member read the proposed order as "the mayor, council member Tim Wood, councilwoman Alice Chen, council member William Bostick, council member Xavier Herrera, council member Virginia Rosas" and then added council member Wayne Guerra; that nomination was seconded and approved by voice vote.
