The Board approved a resolution authorizing a purchase-and-sale agreement for certain city-owned property intended to advance a walkable downtown district. Commissioner Mulally presented maps and background on long-term downtown-planning work and urged the commission not to delay the sale while waiting for future interest-rate changes, noting the property currently generates about $35,000 per year in lease revenue.
Commissioner Heffner announced he would recuse himself from the vote, stating he did not personally financially benefit from the sale but was recusing "out of an abundance of caution" to avoid any perception of a conflict. "I'm gonna be recusing myself from this vote... I'm doing it out of an abundance of caution," he said. Mulally argued that years of planning and zoning changes were intended to create a walkable downtown district and that delaying the sale would postpone those objectives.
The resolution was seconded and then approved on voice vote. Commissioners also discussed transportation and infrastructure visions for a downtown walkable area during the presentation; staff were asked to proceed with the sale documents and correct any clerical items in the purchase-and-sale agreement as necessary.
