Commissioner Malelli explained the scheduling: "In order to get it on the November ballot, we have to have passed 2 readings on the ordinance," and said the city intends to hold five public meetings—one in each district and a citywide meeting—so residents can learn what home rule means. She added the city planned an announcement with more detail and said public meetings will help voters understand "charters versus general law charters." The mayor and commissioners acknowledged the item’s importance and passed the ordinance on first reading.
The board discussed timing relative to the election commission's deadlines and indicated additional public-engagement meetings would be scheduled before final readings and any ballot placement.
