2023 law spurred New Mexico to begin collecting demographic, wage data on direct support professionals

Jennifer Zwali, director of the Developmental Disability Supports Division, said legislation enacted in 2023 required the agency to collect demographic and wage data on direct support professionals serving people with intellectual and developmental disabilities.
"In 2023, we actually had legislation passed for the agency that I work for...that required us to do exactly what we're talking about, collect demographic and wage data on our workforce," Zwali said. The division used that requirement as a starting point to work with the Strategy Center and other New Mexico agencies to expand the template and create a single repository describing programs, reporting cadence and who was responsible for reporting. Zwali said the process produced a "1‑stop shop" for comprehensive data the state can use to advance workforce strategy.
The webinar did not name the specific bill or citation; Zwali described the statute as the proximate driver for the inventory and said the state adapted a template with Strategy Center guidance to collect consistent elements across programs.
