Several residents urged the Peosta City Council to broaden public engagement on the city's review of a proposed data center, citing water-quality, visual impact and procedural concerns.
Devon Welty told the council that not all residents receive Facebook updates or are signed up for city notifications and asked that "public comment be added to the data center work session meetings." Council staff said an online survey went live this week and remains open through August 28; the city plans work sessions that will address six to eight topic areas and will invite experts and public input on narrowly defined subjects such as closed-loop systems, water use, and emergency services.
Several commenters asked that residents who live outside Peosta but whose children attend local schools be allowed to participate in site visits and comment opportunities. A planning professional, Jess Baker, told the council that zoning tools could be used to limit or prohibit data-center uses through land-use regulations if the city chooses to act before a proposal is submitted.
Councilors emphasized they are compiling factual information and reviewing how other jurisdictions handle similar proposals; they said they intend to take time to define a structured ordinance and consider zoning, setbacks and equipment needs before drafting a final regulatory framework.
