Council briefed on CCMG closeout; town must return roughly $109,000 to INDOT

Ling explained that the original application included sidewalks on multiple roads and contingencies, but survey needs and scope reductions lowered the final paid amounts. "The state gave the town...663,888...and out of that, we have to transfer back a 109," she said, describing the calculation of under‑runs and the requirement to return funds within 30 days of INDOT's invoice.
Council members asked process questions, including whether the town could seek an extension; Ling said she could ask but did not recommend it given potential fines. Staff agreed to circulate the closeout calculation spreadsheets and to identify who received INDOT correspondence during prior administrations so the town can meet the deadline and preserve remaining funds for other projects.
