Board readies ordinance change and CUP for Root Wellness conversion on Evans Lane

Planning staff asked the board to consider adding a 'retail sales and trade' definition to the Highway Service Commercial district and to process that text amendment alongside CUP 501 for Root Wellness, a business seeking to operate from an existing house on Evans Lane. Staff said the ordinance change would permit professional offices, retail and service uses in this district but recommended retaining review through a conditional use permit rather than making the use permitted by-right. "That is the ordinance 26 0 1. We'd be adding it to the Highway Service commercial district," Amber said, describing the proposed text change.
Board members debated whether the use should be allowed or conditional; several members preferred a conditional approach because it preserves public input and a chance to attach site- or neighborhood-specific conditions. The board agreed to run the ordinance change administratively without charging the applicant a fee and scheduled a public hearing for May 7 to consider both the ordinance and the accompanying CUP.
