Under Option 1 staff said the bid as written includes one deductive alternate for a single baseball field; by removing some amenities (pavilions, picnic tables, barbecue pits) staff can direct available funds to a synthetic infield. The presenter said that changing two or three fields to synthetic would "substantially change the bid" and likely require a full rebid, which could delay the project and risk losing favorable pricing from current bidders.
Staff described an alternative procurement route for turf companies: leveraging existing buy-board contracts so the town could "piggyback" another city's contract rather than conducting a fresh full rebid for the turf supplier. However, staff cautioned that moving more than one field to synthetic still materially changes site work (excavation, subgrade treatment) and could increase bids because of expansive soils on site.
The board pressed staff on timeline and cost; staff said a rebid and redesign would likely take about four months, while vendor quotes for three full synthetic fields scaled to roughly $2.7 million. Staff concluded the recommended approach balances budget constraints and the desire to get the project started.
