Stafford EDC approves $7 million transfer into capital projects amid transparency debate

The Stafford Economic Development Corporation on Tuesday approved a budget amendment that moves $7,000,000 from its general fund into a capital projects fund, a step staff described as establishing a funding "bucket" for future projects.

Miss Shaw, the finance presenter, told the board the amendment also incorporates audited beginning balances and prior board-approved budget actions. "The 7,000,000 from the general fund is going to capital project fund," she said, adding that the transfer does not yet represent encumbrances and that specific projects, vendors and engineering quotes will return to the board for individual approvals.

Several board members pushed back, questioning whether the transfer functioned as a substantive decision or merely a procedural placeholder that would limit public review later. One board member said it was improper to move the funds before the public could see project details; another argued the framework had been publicly noticed and vetted. Economic development administrator Mister Esch and legal counsel said the approach is common for program-style allocations: "This is essentially the street repair version of [a business improvement grant] — the project is the program; individual contracts will come back for approval," Esch said.

After discussion the board moved, seconded and approved the amendment. The motion passed with no roll-call tally recorded in the transcript. Staff said projects funded from the CIP will be presented later with drawings, quotes and opportunities for public comment.
