Council confirms new mayor and names council president, declares vacant seat

The Prineville City Council appointed a new mayor and completed council reorganization at its meeting. After staff noted a single application had been received to fill the mayoral vacancy, council members moved and voted to appoint the applicant; the council then nominated and voted to appoint Councilor Hutchison as council president and formally declared the vacated council seat open for applications.
Steven Osborne took the oath of office to "perform duties of mayor" during the meeting. Council agreed to accept applications for the open council seat until the close of business on Sept. 2 and to hold interviews on Sept. 8 at a regular council meeting or workshop, as staff recommended. The swearing marked the formal transition; councilors present voted in favor of the appointment by voice vote and offered congratulations afterward.
