Board declines to recommend comprehensive-plan cleanup change that would add SFR to medium-density table

The Planning & Zoning Board voted that it would not recommend adoption of ordinance 2025-15, a proposed text amendment to the city's comprehensive-plan future land use table. The ordinance would add Single-Family Residential (SFR) and Neighborhood Commercial designations to certain future land use categories to align the comp plan table with existing zoning. After lengthy board debate, one member moved that the board not recommend adoption and the motion passed with aye votes.

Staff and consultant Lance Lilly described the change as a cleanup to reflect existing conditions, not a rezoning. "We are not changing the designation of any parcel of land by doing this," staff said while explaining that the amendment would only add allowable zoning districts to the future land use table and would not change what any parcel is zoned. Board members pushed back, asking whether the amendment would effectively permit denser development or allow single-family zoning to remain in areas the city previously intended as medium density residential. One board member urged staff to consider staff-initiated rezonings for small groups of parcels to resolve inconsistencies rather than relying on the comp-plan table cleanup. The board’s negative recommendation will be forwarded to the City Commission for consideration.
