The Planning & Zoning Board voted to approve PZB project number 25-01500004, a variance request to allow a boat and trailer to be parked in front of the front building line at 1617 North Lakeside Drive. Board member (speaker 6) moved to approve the project and the motion passed after a second and aye votes.
Senior community planner Karina Maldonado presented the staff report and said the property, constructed in 1979, is constrained by narrow side setbacks and limited rear access, and that staff found the site met two of the four variance criteria but did not meet the other two. "I'm Karina Maldonado, the senior community planner," she told the board while explaining the analysis and the ten conditions that staff would require if the board approved the variance. Staff cited LDR section 23.4-11(d)(1) as the code provision requiring recreational vehicles to be parked behind the front building line.
A written public comment submitted by adjacent homeowners (Michael Anderson and Christina Steinhaus of 1531 North Palmway) opposed approval, warning it could "lead to similar variances in the future" and that "front yard boat storage detracts from the tidy open feel of our neighborhoods." The applicant told the board the previous owner left a boat in that spot and that he has lived in the neighborhood 14 years; he said the small lot sizes make the building line appear arbitrary. "When I bought my home 14 years ago, there was a boat and trailer sitting in the exact same spot from the previous owner," the applicant said.
Board discussion focused on precedent and code intent. Several members agreed the property is constrained, but others emphasized the code's emphasis on compliance and reluctance to use variances to effect broader policy changes. After discussion, the motion to approve passed. The board did not record a roll-call vote tally in the transcript; the motion was seconded and approved with members responding "Aye." The file will proceed with the board's approval and the record includes staff-specified conditions of approval that would apply if the board's action is executed.
