Commissioners approve renewal of county group health plan; funding split deferred to budget process

County HR and benefits staff presented the recommended renewal of Kendall County’s group health plan with the Texas Association of Counties for plan year 10/01/2026–09/30/2027. Staff reported an average medical-rate increase of about 9% (county average lower than market estimate of 12–14%), a dental increase of about 4.8%, and no design changes to the HMO or PPO plans.
Staff emphasized the court was being asked only to approve the plan renewal; the decision about whether the county or employees would absorb premium increases is a budgeting decision for a later meeting. The deadline for plan funding allocations to TAC was noted as June 26; the court scheduled discussion for the June 23 budget hearing. The court voted 5–0 to approve the renewal and directed staff to provide cost breakdowns for the funding decision.
